Waggoner Joins Century Housing as President and CEO

Jacqueline Waggoner has been named president and CEO of Century Housing, a California-based nonprofit network and leader in affordable housing and community development.

Most recently, she was president of the Solutions Division at Enterprise Community Partners, where she oversaw a far-reaching portfolio of housing, capital, and policy initiatives across the country and helped mobilize more than $1 billion in impact investments and grants for community-informed solutions nationwide. Earlier, she led Enterprise’s Southern California market, building programs that meaningfully expanded affordable housing access across the region.

“Throughout my career, I have always led with a focus on people—on expanding access to homes so that tenants and families can build better futures,” Waggoner said. “My leadership approach, too, is people driven, informed by listening to colleagues and the communities we serve. I look forward now to working with Century Housing’s team, board, and partners to build on the organization’s storied three-decade legacy of impact, set in motion by the groundbreaking Judge Harry Pregerson.”

Century Housing has been a foundational force in California affordable housing for more than 30 years, financing, developing, and managing over 60,000 homes statewide.

A Los Angeles native, Waggoner serves on the board of advisors for the UCLA Luskin School of Public Affairs and on the board of directors of the Weingart Foundation. Her prior civic roles include serving as commissioner of the Los Angeles Homeless Services Authority) and in board positions at the California Community Reinvestment Corp. and Los Angeles Business Council.

Ability Housing Names CEO

Reggie Fullwood has been appointed CEO of Ability Housing, a nonprofit developer of affordable housing across Florida. He succeeds Shannon Nazworth, who led the organization for more than 20 years.

Fullwood has been part of the organization’s board of directors during two separate terms, starting in the early 2000s and most recently serving as chair. Earlier in his career, he held senior roles with The Vestcor Cos. and the Metro North Community Development Corp. Since 2022, he has served as the CEO of Operation New Hope, a Jacksonville, Florida-based nonprofit focused on workforce development and reentry services.

Fullwood will hold dual CEO roles at Ability Housing and Operation New Hope, with the long-term goal of creating more alignment between both organizations in key service areas like case management, mental health support, permanent supportive housing, and workforce development training. He will guide efforts to enhance impact, strengthen sustainability, and expand partnerships among both statewide teams.

Joseph M. McCabe has been named senior vice president for Woda Cooper Cos.’ development team at the firm’s Columbus, Ohio, office. 

He is responsible for expanding growth opportunities as well as leading efforts to develop, acquire, and preserve affordable housing in the Pennsylvania, Tennessee, and Wisconsin markets.  

McCabe brings 25 years of development experience to Woda Cooper and has specialized in tax credits and incentives since 2009. Previous employers include Metropolitan Holdings, The NRP Group, and The Hamister Group. He worked at Woda Cooper between 2013 and 2021, leading the development of $275 million in multifamily projects, resulting in over 1,000 new affordable housing units.

Woda Cooper operates in 18 states and has a portfolio of 365 communities and 16,000 units operating or under construction. 

LIIF Announces Moves

Ivan Levi has been elevated to chief credit officer of the Low Income Investment Fund (LIIF).

He takes over the post from Susan Hyman, who recently retired after a decade with the organization, where she managed the risk of LIIF’s scaling loan portfolio. Earlier in her career, she honed her financial acumen by serving for 22 years as a senior banker at JPMorganChase and for six years as a director at the New York City Department of Housing Preservation and Development.

Levi, also based in New York, joined LIIF in 2013 as a loan officer, originating construction, acquisition, and predevelopment loans for affordable housing projects across the five boroughs. He has worked alongside Hyman for the past decade.

Prior to joining LIIF, Levi served as a senior underwriter at The Community Development Trust, building a solid foundation in community-development finance.

LIIF is a national community development financial institution headquartered in San Francisco with offices in Atlanta, Los Angeles, New York City, and Washington, D.C. Since 1984, LIIF has deployed more than $3.9 billion to serve 2.6 million people in communities across the country.

HUD Veterans Joins Hampden Park Capital & Consulting

John Ardovini has joined Hampden Park Capital & Consulting as vice president of business development.

He will oversee the growth and development of business relationships with the firm’s nationwide portfolio of clients and the ongoing expansion of the company’s suite of consulting and agency lending products.

Ardovini has 19 years of experience in the affordable housing industry, most recently holding key leadership positions at the Department of Housing and Urban Development’s Office of Recapitalization, where he served as transaction division director with oversight of the Rental Assistance Demonstration program (RAD) and related policy development. This background will strengthen Hampden Park’s execution capabilities at a time when RAD for PRAC (project rental assistance contracts), in combination with Federal Housing Administration (FHA)-insured debt, is central to the ongoing preservation of Section 202 properties.

Hampden Park Capital & Consulting is a national consultant and FHA lender with a specific focus on assisting nonprofit and mission-driven organizations in their efforts to develop and preserve service-enriched affordable housing for older adults.

Nixon Peabody Boosts Team

The Nixon Peabody law firm has elevated Spenser Sotolongo in its 2026 counsel class. A member of the affordable housing and real estate group, he is based in Chicago.

Sotolongo’s practice encompasses the full spectrum of real estate matters throughout the Chicagoland area, the Midwest, and across the nation, including development, acquisitions, dispositions, leasing, and financing. He represents developers, property owners, tenants, and investors. 

He also serves on the board of Holiday Heroes, a nonprofit benefiting pediatric patients. 

The firm also announced the addition of six new counsel, including Sandra Buchko in the affordable housing and real estate group in Washington, D.C. 

Buchko represents landlords, tenants, real estate developers, embassies, hotels, nonprofit institutions, and real estate investment trusts in retail, office, hospitality, and multifamily real estate transactions. Her work includes landlord and tenant leasing matters; acquisitions and dispositions; financing, including note sales and general foreclosure; and related corporate aspects of commercial and hospitality properties. With more than 20 years of experience as an attorney and 13 years as an in-house retail regional leasing director, she brings understanding of how to effectively guide her clients and negotiate and close transactions while providing economic insights in the transactions.
