Arkansas Backs 12 Developments With Housing Credits

The Arkansas Development Finance Authority (ADFA) has reserved $13.3 million in federal low-income housing tax credits (LIHTCs) to 12 projects in its 2026 funding round. The housing credits are poised to help create 698 affordable homes across the state. 

The developments were selected from 13 submissions requesting $14.5 million in annual credits. Approximately $1.97 million in remaining credits will carry forward to 2027.

“These awards represent a direct investment in Arkansas communities that need it most,” said ADFA president Ro Arrington. “The 9% LIHTC program is one of the most effective tools we have for creating quality affordable housing, and this year’s pool of projects reflects both the depth of demand and quality of the developers working in our state.”

In addition to the housing credits, several 2026 recipients will receive supplemental funding through ADFA’s HOME Investment Partnerships Program and the National Housing Trust Fund, which further reduces development costs and extends affordability to households with the lowest incomes, said the agency.

The 9% LIHTC recipients are:

  • Avalon at Mabelvale by Domera Development will create 60 affordable units in Pulaski County, $1.22 million (LIHTCs);
  • Avalon Villas at Mabelvale by Domera Development will create 62 affordable units for seniors in Pulaski County, $1.25 million (LIHTCs);
  • Briley Manor by Phillips Development Corp. will create 71 affordable units for seniors in Pulaski County, $1.25 million (LIHTCs), $3 million (HOME), and $1 million (NHTF);
  • Enclave Estates at Magnolia by Cubit Development Group will create 60 affordable units in Columbia County, $1.24 million (LIHTCs);
  • Enclave Estates at Trumann by Cubit Development Group will create 60 affordable units in Poinsett County, $1.22 million (LIHTCs);
  • Iron Wheel Mountain Home by W-HOMES will create 60 affordable units in Baxter County, $1.19 (LIHTCs), $2 million (HOME), and $563,632 (NHTF);
  • Mountain Home Senior Estates by Upward Housing Group will create 64 affordable units in Baxter County, $1.23 million (federal LIHTCs), $246,400 (state credits), and $1.64 million (HOME);
  • Newport Apartments by Trinity Development is a 42-unit development in Jackson County, $572,000 (acquisition/rehabilitation credits);
  • Orchards at Little Rock by Garth Development will create 63 units for seniors in Pulaski County, $1.23 million (LIHTCs) and $2 million (HOME);
  • Spring Creek Flats by Community Development NWA will create 24 affordable units in Washington County, $466,400 (LIHTCs);
  • Sullivan of Fayetteville by VH Development will create 60 affordable units in Washington County, $1.21 million (LIHTCs) and $3 million (HOME); and
  • Vineyards at Little Rock by Garth Development will create 65 affordable units in Pulaski County, $1.25 million (LIHTCs) and $2 million (HOME).
