BRIDGE Housing Appoints SVP

Stephen Clarke has been named senior vice president of development and acquisitions at BRIDGE Housing, a leading nonprofit affordable housing developer on the West Coast. He is based in the firm’s Los Angeles office.

Clarke brings more than 20 years of experience in real estate development, finance, and asset management, with deep knowledge in affordable, workforce, student, and market-rate housing. He recent served as a vice president and executive team member at AMCAL Multi-Housing, where he was responsible for more than $1.5 billion in development and acquisition activity.

His background also includes a leadership role at Los Angeles Housing Partnership, a nonprofit affordable housing developer.

Clarke joins a BRIDGE team that is actively expanding its efforts to develop, acquire, and preserve affordable and workforce housing throughout California, Oregon, and Washington. To help drive this activity, BRIDGE plans on deploying capital from a variety of sources, including its new Impact Fund as well as a $175 million bond offering that was completed in October.

Tapestry Expands Alabama Presence With Partnership

Tapestry Development Group has announced a strategic partnership with Marcella Roberts, an accomplished affordable housing and community development consultant, who will focus on expanding the group's development pipeline and presence across Alabama.

With more than 30 years of experience in affordable housing, community development, and government relations, Roberts brings deep regional expertise and longstanding relationships with housing authorities, lenders, municipalities, and industry stakeholders throughout the Southeast. She will focus on identifying and sourcing new affordable housing opportunities in Alabama.

Roberts is the principal and CEO of M. Roberts & Associates and will continue her consulting work through the firm while dedicating a portion of her efforts to supporting Tapestry’s development strategy. As an attorney and developer, she has specialized in creating quality multifamily housing using a range of financing tools, including the low-income housing tax credit program, to serve low- to moderate-income families and strengthen underserved communities.

Prior to launching her firm, Roberts served as senior deputy director of the Alabama Partnership Office at Fannie Mae, where she helped oversee more than $100 million in investments across the state.

Apprise by Walker & Dunlop has announced the launch of a national Department of Housing and Urban Development (HUD)/Federal Housing Administration (FHA) multifamily valuation and market study practice group led by Nelson Pratt.

Pratt, managing director and national HUD practice lead, will oversee HUD/FHA appraisal and market study production, strengthen quality control standards, and lead team development alongside a specialized five-person valuation and market study team.  

He brings more than 20 years of multifamily valuation and consulting experience, with emphasis on HUD-insured assets, eminent domain, housing needs assessments, and market study assignments. Pratt previously served as managing director at Colliers Valuation & Advisory Services.

Longtime Firm Becomes Brooks Scarpa Huber

Brooks + Scarpa, a prominent architecture and design practice, has changed its name to Brooks Scarpa Huber to recognize longtime partner Jeffrey Huber and to reflect the firm’s expanded leadership across its West Coast and South Florida studios.

Founded in 1991 and based in Los Angeles with offices in Miami and Fort Lauderdale, Florida, the practice is led by Angela Brooks, Lawrence Scarpa, and Huber. The firm has designed numerous award-winning affordable housing developments.

Huber joined the firm in 2015 and has served as a principal and leader of planning, urban design, and landscape-driven work, including management of the South Florida offices.

The firm’s design excellence has been recognized with major honors, including the Smithsonian Cooper Hewitt National Design Award and the AIA Architecture Firm AwardBrooks and Scarpa were awarded the 2022 AIA Gold Medal, and the trio also received the AIA/ASLA Tau Sigma Delta Gold Medal, the institute’s highest honor.

WinnCompanies, an award-winning national owner, developer, and manager of high-impact apartment communities, has made 11 executive-level appointments and promotions for high-performing team members in corporate, development, property management, and human resource roles.

  • Adam Stein has been appointed president of WinnDevelopment, following the appointment of longtime president and managing partner Larry Curtis as chairman of the development company. Stein, who will be responsible for the company’s daily management, started as a project director for WinnDevelopment in 2009 and most recently served as executive vice president for five years;
  • Andrew Colbert has been named a senior vice president for WinnDevelopment after serving three years as a vice president. Hired in 2014, Colbert is leading permitting and overseeing the construction effort for the redevelopment of the Mary Ellen McCormack public housing complex in South Boston, the largest project in the company’s 55-year history;
  • David Ginsberg has been named senior vice president and managing director of the New York/New Jersey Region for WinnDevelopment. Ginsberg has driven significant growth in new construction and acquisition activity in the region since joining the development company as an assistant project director in 2014. His first stint with WinnDevelopment was as a summer intern in 2013;
  • Chanda Dawadi has been named associate vice president for WinnDevelopment. She was hired as a project director for the company three years ago and most recently held the role of senior project director;

    Trevor Samios has been named executive vice president of operations strategy and solutions for WinnResidential after serving as a senior vice president since July 2021. Samios has played an increasingly larger role in operations for the property management company since 2024, when he launched its nonprofit affiliate, Connected Communities, to develop and deliver innovative new community-based social impact services to affordable housing residents;

  • Amy Boucher has been named vice president of economic and strategic operations for WinnResidential, the company’s property management arm. Boucher is marking her 19th year with the management company. She started as a management trainee and ascended through a series of financial analyst roles and has served as a senior director for the last four years;
  • Angelina Maldonado has been promoted to divisional vice president for WinnResidential after serving as a regional vice president since June 2022. A key executive for the company’s property management activities in Connecticut, Maldonado began her career with the company as a property manager in 2009;
  • David Freyman has been promoted to vice president of analytics and financial reporting for WinnResidential after serving two years in the senior director role. This is Freyman’s sixth promotion since joining the company as a portfolio financial Analyst in May 2015;

    Bruce Goldin has been promoted to senior vice president of risk management and insurance for WinnCompanies after serving as vice president since October 2016; and
