Brinshore Names President

Todd Lieberman has been appointed president of Brinshore Development, a leading affordable housing developer and owner.

He will spearhead the firm’s development strategy across the United States, ensuring continued growth and impact. Based in Kansas City, Missouri, where he heads Brinshore’s regional office, Lieberman has played a central role in expanding the company’s presence in Denver; Kansas City; Knoxville, Tennessee; Las Vegas; Oklahoma City; Omaha, Nebraska; and Norfolk, Virginia.

Since joining Brinshore in 2010, he has closed and developed more than 3,000 residential units and 130,000 square feet of commercial space across 30 developments. He also oversees seven multi-phased Choice Neighborhoods Implementation efforts, underscoring his leadership in advancing community revitalization and equitable development.

The firm said co-founders David Brint and Richard Sciortino will remain deeply engaged in day-to-day operations, providing leadership in finance and construction to ensure continuity, quality, and the values that have defined Brinshore for more than three decades.

Industry Veteran Joins Regions Affordable Housing

Andy Voress has joined Regions Affordable Housing as head of investor sales and servicing.

He will oversee business relationships with Regions’ clients who are developing new projects and revitalizing existing communities. In addition, he will guide distribution and funding strategies for Regions Affordable Housing, along with capital-raising initiatives that support Region Bank’s work in helping expand access to affordable housing in key growth markets across the country.

Voress has 18 years of industry experience, previously holding key leadership positions at two of the nation’s largest low-income housing tax credit (LIHTC) syndicators. He most recently served as the managing director of syndications for CREA. Prior to that, he worked at Raymond James Affordable Housing Investments as director of institutional investment. He also led the affordable housing tax credit investment program for Allstate.

Regions Affordable Housing is a national LIHTC investor, syndication firm, and leader in affordable housing.

Portland Housing Development Corp. Welcomes Asset Manager

Greg Putnam has been named asset manager at the Portland Housing Development Corp. (PHDC), overseeing the financial health and long-term performance of its 1,491-unit housing portfolio across 19 properties in Maine’s most populated city.

PHDC is the real estate development arm of the Portland Housing Authority (PHA).

He will manage performance of the agency’s growing LIHTC portfolio, working to expand affordable housing opportunities, preserve housing stability and affordability, improve housing quality, and enhance the energy efficiency and sustainability of PHA properties serving over 6,000 residents.

Putnam brings more than a decade of property management experience and previously served as a budget analyst with the Nevada Department of Education. His work with The Pacific Cos. and his budgeting experience give him a strong foundation for coordinating the many moving parts involved in PHA’s asset management work.

Senate Confirms HUD Leaders

Frank Cassidy has been confirmed as assistant secretary for housing and federal housing commissioner at the Department of Housing and Urban Development (HUD).

Cassidy will lead HUD’s Office of Housing and oversee the Federal Housing Administration’s (FHA) single-family, multifamily, and health care mortgage insurance programs.

He joined HUD in April 2025 as the principal deputy assistant secretary for HUD’s Office of Housing and FHA. Before joining the department, Cassidy was a senior managing director at Walker & Dunlop.

The Senate also confirmed several other HUD officials in December, including Joseph Gormley as president of Ginnie Mae National Mortgage Association. He previously served as Ginnie Mae’s executive vice president and chief operating officer.

Benjamin Hobbs was confirmed as assistant secretary for public and Indian housing, overseeing affordable housing programs for low-income families, seniors, people with disabilities, and Native Americans, including public housing and Housing Choice Vouchers. During the first Trump administration he served as special assistant to the president for domestic policy and senior policy adviser at HUD.

Ronald Kurtz was confirmed as assistant secretary for community planning and development, overseeing HUD grant programs addressing homelessness, affordable housing, disaster recovery, and community development. Prior to joining HUD, Kurtz served as special assistant to the president for presidential personnel.

Craig Trainor was confirmed as assistant secretary for fair housing and equity opportunity, responsible for enforcing civil rights in housing and administering the Fair Housing Act. He previously served as acting assistant secretary for civil rights at the Department of Education.

Benjamin DeMarzo was confirmed as assistant secretary for congressional and intergovernmental relations, serving as HUD’s primary liaison to federal, state, and local governments. He previously held senior leadership roles at HUD during the first Trump administration, most notably as assistant deputy secretary for field policy and management.

David Woll was confirmed as general counsel, serving as the department’s chief legal adviser, providing counsel on all legal aspects of housing, community development, and enforcement. Woll previously served as principal deputy assistant secretary for HUD's Office of Community Planning and Development.

DCHFA Appoints SVP

Julienne Y. Joseph has joined the District of Columbia Housing Finance Agency as the senior vice president of single-family programs. In her role, she will collaborate with internal teams, district leaders, industry stakeholders, and community partners to expand access to sustainable homeownership opportunities.

Her career spans the federal government, nonprofit housing, lending, and industry advocacy. Joseph previously served in senior leadership roles at HUD, including chief of staff to secretary Marcia L. Fudge, senior adviser for homeownership, and deputy assistant secretary for the Office of Single-Family Housing within the FHA.
