HVPG Announces Moves
Kristin Koch has been appointed managing director, head of capital raising, at Hudson Valley Property Group (HVPG), a national affordable housing preservation company.
She will lead capital raising efforts, with a particular focus on expanding the firm’s global investor base across institutional, sovereign, and private wealth channels. In this role, Koch will drive investor origination, outreach, and pipeline development as HVPG continues to scale its platform. She brings significant experience raising capital within the affordable housing and impact investment sectors, including helping raise more than $1.4 billion for affordable housing strategies at Jonathan Rose Cos.
New York-based HVPG also announced the promotion of Diana Bellizzi to managing director, head of investor relations, and Matt Doty to chief financial officer and chief compliance officer.
Koch and Bellizzi will lead HVPG’s newly formalized Investor Solutions group, which brings together capital raising and investor relations under a unified structure overseeing the full capital lifecycle—from investor origination through ongoing relationship management, including fundraising, diligence, onboarding, and communications.
HVPG also announced three other promotions.
Anna Perez has been elevated to director of design and diligence on HVPG’s design and construction team. She leads the design and physical due diligence efforts across renovation projects nationwide, with a focus on resident quality of life and sustainability.
George Dandolos has been promoted to associate director of construction on the design and construction team. He will help lead the execution of HVPG’s renovation pipeline, overseeing construction management, vendor relationships, and on-site delivery across the portfolio.
Max Wofse has been promoted to asset manager on the asset and portfolio management team. Wofse will assume direct asset management responsibility for a subset of HVPG’s stabilized portfolio, working closely with the portfolio managers, agency partners, and third-party property managers.
HVPG has preserved over 18,700 units of affordable housing across 99 properties in 13 states.
The Annex Group Names VP of Technology and Innovation
Joe Kahre has joined The Annex Group as vice president of technology and innovation.
Kahre will use his 20 years of technology leadership and infrastructure experience to oversee the company’s tech platforms and utilization of emerging technologies such as artificial intelligence (AI).
Headquartered in Fishers, Indiana, the affordable and workforce housing development firm has experienced substantial growth in recent years, with six affordable housing projects being awarded in 2025 and more anticipated for later this year. As the company has grown, The Annex Group has recognized the need to continue to innovate and push its use of technology, including AI, according to officials.

Merchants Capital Hires SVP, Chief GSE Underwriter
April Moreland has joined Merchants Capital as senior vice president and government-sponsored enterprise (GSE) chief underwriter. She is based in the company’s Washington, D.C., office.
The move supports the expansion of Merchants’ GSE platform with an elevated focus on operational consistency, transparency in underwriting decisions, and efficient transaction execution.
Moreland brings more than 15 years of leadership in GSE and affordable housing underwriting to her role, with expertise in low‑income housing tax credits, workforce housing, targeted affordable housing, and complex agency executions.
Previously, she served as director of specialty products at Citi Community Capital, where she led agency strategy and execution as well as balance sheet conversion initiatives within its national affordable housing platform. Earlier, she worked at Freddie Mac, where, over six years, she progressed from underwriting professional within the multifamily specialty products platform to senior director of specialty products.
Tiber Hudson Adds to Team
Andrea M. Hall has joined Tiber Hudson, where she will serve as underwriter's counsel in affordable housing transactions.
Prior to joining the law firm as of counsel, Hall served as a judge advocate in the U.S. Air Force for 20 years.
